Paul Kilpatrick is the Public Works Director. He has over 30 years of experience in the cities of Hereford, Cedar Park, and McGregor, Texas. Paul has also Completed the Certified City Manager certification training through Texas State in San Marcos. Paul oversees all public works operations in Water, Wastewater, Parks, Fleet Management and Streets. He also plans and initiates improvement projects along with daily scheduling. In addition Paul assists the City Manager as needed. Paul is experienced in the structuring and enhancement of Public Works personnel licensing and safety training. He works closely with the city engineering firm on public works projects and assignments including bid openings and pre-construction meetings. Paul aids in working and directing contractors on all city projects.

Chad Saylors

Assistant Director Public Works | Appointed by Assistant City Manager

Chad was born and raised in Waxahachie Texas. He graduated from WHS in 1982 and went to work as a heavy line mechanic for the local Chevy dealer where he worked for a decade. He also served in the US Army and was Honorably Discharged. In 1991 Chad began working for TU Electric which soon thereafter became TXU/Oncor and TXU Gas. In 1998 he accepted a Service Tech position on the gas side of the business in McGregor and relocated his family here at that time. Three of his children graduated from MHS, and he currently has 1 grandchild in the McGregor school system . After Atmos Energy purchased the gas business from TXU in 2004, he became Field Supervisor for the McGregor/Gatesville Team. From 2011 – 2020 he was an Operations Supervisor for both Temple and Killeen Districts where he managed budgets, projects, fleet and 20 + employees in each District. He retired from Atmos Energy in August 2020. He joined the City of McGregor team in February of 2021 as Assistant Public Works Director. He and Gracie, his wife of 30 years, are proud to call McGregor home.
